The Regular Governing School Board meeting of Thursday, November 2, 2023’s open session will begin at 6:00pm in the BUSD Board Room at 350 East K Street. This is an in-person meeting, masks are optional. Members of the public may address the Board at a regular meeting on any item within the Board’s jurisdiction. Speaker cards are available on the entrance table. Please note the item you wish to speak to and submit the card to the Board Secretary. The Board President will call all public comments not on the agenda (Gov. Code Section 54954.3) during the public comment item #10 and that item number should be noted on the speaker card. All other comments will be called during the specific items that align with your topic. Comments are limited to no more than three minutes per speaker or the board may limit the total time to 20 minutes per item with the timer displayed on the monitors. By law, no action may be taken on any item raised during the public comment periods and matters may be referred to staff for placement on a future agenda of the Governing Board.

This will be a robust meeting beginning with a “Celebrating Literacy with our Youngest Scholars” highlight. The Consent Calendar items include: overnight field trips, acceptance of a donation to the BHS Debate Team, resolutions for obsolete items, as well as one for the authorization of signatures for the Child Development Unit. The Presentation item will be an Academic Data Update. For this meeting we have the following action items: The consideration of the Approval and Adoption of the recommended California School Board Association (CSBA) Board Policy Updates for Sep. 2022, Dec. 2022, Mar. 2023 and June 2023 that were introduced for first reading at the October 5, 2023 board meeting. As well an additional one: Board Bylaw 9100: Organization. There will also be the consideration and approval of Resolution No. 23-24-11 of the BUSD Governing Ordering an Election to Authorize the Issuance of School Bonds, Establishing and Requesting Consolidation with other Elections Occurring on March 5, 2024. Moving onto the consideration and approval of a revised Declaration of Need (CL-500), and the Early Notification Retirement Incentive. Another is Resolution No. 23-24-09 to identify the amount of budget reductions needed in Fiscal Year 2024-25 and to require that a list of budget reductions for Fiscal Year 2024-25 be provided at the first school board meeting in February 2024 and be included in the Second Interim Financial Report. Lastly, included for consideration and ratification are also tentative agreements for the 2023-24 school year along with the required AB 1200 between Benicia Unified School District(BUSD) and the Benicia Teachers Association (BTA), BUSD, the Classified School Employees Association (CSEA) Chapter #1096, and the Confidential/Management Classified/Certificated group.
